Xiaoshikeng Village, located in the western mountain area of Xiangshan County, Ningbo City, Zhejiang Province is the central component of the “Regional Plan of Tourism Development, Xiangshan Port” and the “Master Plan of Tourism Development, Sizhoutou Town”. Xiaoshikeng Village, originally a small mountain village which now is a key component connecting Sizhoutou Town and Xiangshan Harbor. Xiaoshikeng International Art Village Project takes this opportunity to promote cultural and artistic venues providing both unique and cultural experience and heritage to this region.

The program is based on the principles of “integrating the countryside, respecting the environment, sharing with the villagers, and promoting the rural economy”. The culture, media and arts program is implemented a to reposition the countryside and to create contemporary and future uses for the existing villages. The design approach is a combination of new buildings and renovated facilities which will be used as artist residences and studios, art inns, community centers, art galleries, reception centers, workshops, libraries, folk art research centers, and primary schools. The planning arranges these structures and functions on terraces  located along rivers passing through the village.
